Meath County Council signs Energy Performance Contract with support of Codema

The EPC for Meath County Council buildings included both Aura Navan and Aura Trim leisure centres. Its purpose was to identify, assess and implement energy-efficiency and decarbonisation measures that would reduce energy consumption, carbon emissions and operational costs across the facilities.

The project involved reviewing existing building performance, energy usage and mechanical and electrical systems, followed by the development of outline technical proposals and investment-grade solutions. Potential measures included heating system upgrades, heat pumps, solar PV, ventilation and controls improvements, lighting upgrades, fabric improvements and other energy conservation measures.

The EPC approach aims to provide a coordinated programme of works with defined energy and cost savings, supported by an agreed measurement and verification process. It also supports Meath County Council’s wider climate-action objectives, including the transition away from fossil fuels and the improvement of the energy performance of its building stock.

Codema's role in this project

To date, Codema facilitated the full bid and tender process, including preparing procurement documentation, coordinating site visits, managing the competitive dialogue process and liaising with shortlisted Energy Service Companies (ESCos). 

Codema reviewed the technical proposals, energy and carbon savings, costs, risks and delivery assumptions to ensure the bids were complete and comparable. 

Codema is also supporting the development of the Measurement and Verification (M&V) approach to confirm that the contracted energy savings are achieved. We will remain involved throughout the project, supporting implementation, monitoring performance and reviewing verified savings during the contract period.

Project impacts

The activity successfully progressed a major Energy Performance Contract, delivering a structured and investable approach to energy efficiency and decarbonisation. It has helped secure and maximise the benefit of EU funding, supporting the delivery of significant energy and carbon savings for Meath County Council.

The project represents an important step towards meeting the Council’s climate-action and public-sector decarbonisation targets, while improving the long-term performance and resilience of its building stock. It is also the second major project delivered this year through the Mid-East Energy Unit, demonstrating the value of regional collaboration and providing a strong model for future local authority energy projects.
