ManagEnergy Expert Mission in Dublin: Sharing experience to strengthen energy communities and agency services
From the 18th – 20th November 2025, we were delighted to host an Expert Mission organised by ManagEnergy, bringing together our colleagues from AURA-EE to exchange experiences and ideas on how best to support energy communities and develop new services for energy agencies.
The mission brought together the knowledge and experience of Codema, Fingal County Council and South Dublin County Council with experts from AURA-EE. The aim was to share real-life experiences and practical ideas on two main topics: how to support the growth of energy communities and how energy agencies can develop new services as they expand.
The visit opened with an exchange on the respective roles and missions of both agencies in advancing energy communities. AURA-EE shared its experience in supporting project leaders, including training modules and practical tools designed to accompany citizen-led initiatives throughout their development.
Among these tools was RESRisks, a serious game developed by Energie Partagée, the French national movement supporting citizen renewable energy projects. The game helps people understand the common risks faced by energy communities in an interactive way, covering issues such as technical and legal challenges, community involvement, governance, and financing.
Helping energy agencies grow, adapt and deliver more
In addition to energy communities, the Expert Mission also looked at how energy agencies can grow and develop internally. Over the past three years, Codema has grown quickly in both its range of activities and the number of staff. This growth has created a need for new organisational structures and management tools.
AURA-EE shared its experience of how its organisation is structured and how its services have developed over time. This led to detailed discussions on managing an energy agency, coordinating staff and planning services for the long term. These exchanges offered useful insights into how energy agencies can expand their work while continuing to deliver strong results and real impact.
Learning from each other to strengthen impact
This Expert Mission showed the real value of structured peer learning between energy agencies across Europe that are dealing with similar challenges. By sharing practical tools, organisational experience and honest discussions, the mission helped both agencies strengthen their work on energy communities and the development of new services.
Through its Expert Missions, ManagEnergy continues to support learning and cooperation between regional and local energy actors. These exchanges help organisations develop practical, effective solutions that drive the energy transition and create lasting impact.
Host reflections
We found the Expert Mission extremely valuable for the entire team. We learned a great deal from AURA-EE and it was rewarding to exchange experiences as energy agencies working toward the same goals. The visit offered useful insights into the emerging challenges and opportunities within the energy landscape and helped us reflect on how we can deliver more effective and impactful services.
