Tallaght District Heating Scheme welcomes RODEO partners to Dublin
We were delighted to welcome members of the public and RODEO project partners to a presentation and tour of the Tallaght District Heating Scheme, held to coincide with the RODEO partners’ meeting in Dublin.
The event took place in the Work IQ building in Tallaght, a state-of-the-art building connected to the Tallaght scheme, which is Ireland’s largest low-carbon district heating system. Therese Pender, Senior Architect with South Dublin County Council and John O’Shea, Heat and Electricity Lead with Codema, led the presentation. They covered the background to the scheme, its current customers and plans for expansion, and the lessons learned so far. They also gave an overview of the wider picture for district heating in Ireland and why it is so important for decarbonising heat across the country.
After the presentation, attendees toured the scheme, visiting the Heat Works Energy Centre and the plant room in the Work IQ building to see how heat is transferred, stored, monitored and managed across the network.
RODEO consortium meeting
The visit was followed by two days of the RODEO partners’ meeting in Dublin. On Wednesday, partners and experts worked through the main uncertainties and risks in delivering district heating. The morning focused on behavioural and stakeholder uncertainties, with short talks from Community Energy Ltd and University College Cork, followed by a hands-on stakeholder analysis workshop.
In the afternoon, Danfoss and PwC shared their insights on technical and financial uncertainties and a workshop then put a risk management approach into practice: identifying, assessing and managing risk. The day closed with a panel discussion and Q&A on the policy context, with SEAI, Codema and Hanze University.
On Thursday morning, attention turned to the project itself. The City of Ostend and the Interreg NWE project officer gave updates on project management and communication. Partners then worked together on the RODEO training programme in a workshop with input from Euroheat & Power, the Irish District Energy Association and Hanze University.

The RODEO (Rolling Out DHC Extensively to Home Owners) project, part of the Interreg North-West Europe programme, aims to expand district heating and cooling (DHC) networks to include the residential sector. By implementing pilot projects in cities like Dublin, Oostende, Dunkerque and Assen, RODEO supports a smart and fair energy transition, making sustainable heating accessible to more households.
