Description

We provide a range of high-quality services to the four Dublin local authorities in the area of Energy Monitoring and Management, in order to help them stay on track and exceed public sector energy and carbon targets.

This includes developing and managing an extensive energy database, which provides detailed information on the energy use of each of the Dublin Local Authorities (DLAs). The database breaks down the DLAs into significant energy users, which allows us to give an overview of the current energy use associated with each SEU, and provides recommendations on the actions each council must take to reduce energy consumption and meet public sector targets. The energy database provides a list of energy saving opportunities and also feeds into the national Monitoring & Reporting (M&R) system from the Sustainable Energy Authority of Ireland.

We carry out and/or facilitate energy surveys and audits of council buildings each year, and identify a number of energy efficiency and renewable projects based on the findings. Based on these surveys and audits, we also carry out more detailed feasibility studies and financial appraisals on the energy projects that have the most potential and can have the greatest impact in terms of energy and emission reduction.

We assist the Dublin Local Authorities with their annual inspection and certification of any building >250m2, which require Display Energy Certificates (DECs) under the Regulation S.I. 243 of 2012. These are sent to the various building managers to publicly display, and advice is provided by Codema in the Guide to Display Energy Certificates.

We are also active members of each of the Dublin Local Authorities’ Energy Teams, assisting them with their current, implemented energy management systems, reporting on their energy use and facilitating and recommending energy projects to implement.  We recently helped Fingal County Council to achieve ISO 50001 certification and also supported Dún Laoghaire-Rathdown County Council with recertification to ISO 50001:2018.

We are leading experts in Ireland in the area of Energy Performance Contracting (EPC) facilitation and can assist the local authorities in identifying suitable buildings for EPC projects right through to the procurement stage to measurement and verification of savings.
