Procurement stage

The DeliveREE project aims to deliver 9 signed Energy Performance Contacts to a value of €20.4m. There was substantial progress on three projects in Co. Dublin, which are now proceeding to the procurement stage.

Codema's Services

Codema are currently leading the Horizon2020 project, DeliveREE. Within the DeliveREE project, Codema has developed a Project Implementation Unit, which uses a structured, standardised approach to accelerate and aggregate projects. This enables the use of energy performance and energy supply contracts whose performance guarantees are both critical for achieving value for money, transferring risk and providing a mechanism for the involvement of private capital.

The DeliveREE project includes a pipeline of 141 buildings, and aims to deliver 9 signed Energy Performance Contacts to a value of €20.4m. The total expected energy savings is 24 GWh, amounting to 3.97 kt CO2 savings. In 2022, there was substantial progress on the following three projects in Co. Dublin, which are now proceeding to the procurement stage.

Arthurstown Landfill Solar PV

The first project to begin development in February 2022 was the Arthurstown Landfill Small Scale Solar PV. This project began as a 75kW solar array at initial appraisal stage, and following a site visit facilitated by South Dublin County Council (SDCC), analysis of technical data and information and provided feedback and discussions, the technical and financial analyses is now proposed to be a 200kW array, which aims to provide approximately 30% of the site’s annual electricity consumption. This project is now at the detailed appraisal stage, and once approval is provided from the Council, it will proceed to procurement. Development has also begun on the proposed large scale 5MW solar PV project at the same site. A request for tenders for the completion of a detailed feasibility study was published on eTenders in April 2023.

SDCC Buildings EPC

The second project to begin development was Lot 6 in April 2022, which includes energy efficiency upgrades for five South Dublin County Council (SDCC) buildings (County Hall and library, Civic Theatre, Clondalkin offices, Clondalkin Leisure Centre and Tallaght Leisure Centre). This project has gone through the pre-procurement steps of the project development process with help from SDCC who have facilitated audits and provided technical information. The project is now at the detailed appraisal stage, and once approval is provided from the Council, it will proceed to procurement.

DLRCC Buildings EPC

The third project to begin development was Lot 1 in April 2022. This project includes energy efficiency upgrades on three buildings in Dún Laoghaire-Rathdown County Council (DLRCC); County Hall, the LexIcon Library and Cultural Centre and the Pavilion Theatre. This project has gone through the pre-procurement steps of the project development process. The project is now at the detailed appraisal stage, and once approval is provided from the Council, it will proceed to procurement.
