Meet Dún Laoghaire–Rathdown County Council's Energy Team, who are committed to building a more sustainable and energy efficiency County through a range of innovative energy projects.

DLR's Energy Team was recently nominated for Energy Manager/Team of the Year at the SEAI Energy Awards 2017.  DLR's Energy Team was nominated for projects such as achieving full compliance with ISO 50001 Energy Management certification, which includes substantial upgrades to public lighting and buildings with high energy use, as well as a fleet review.

Andrée is the County Architect for Dún Laoghaire-Rathdown County Council and a member of the DLR Management Team. She is a member of the Royal Institute of the Architects of Ireland and the Local Authority City and County Architects’ Association. She is the nominated Energy Performance Officer for DLR, as defined under the Public Sector - Energy Efficiency Strategy, Department of Communications and Climate Action & Energy. She was a founding member of the DLR Energy Team in 2009, and has been the Council's Energy Champion since that time. Projects include the RIAI award winning Rochestown House - a deep retrofit Housing project to Passive House EnerPhit standard supported by Department of Housing Planning & Local Government, and the SEAI Better Energy Communities Programme – this project would have been instrumental in the development of the new SEAI deep retrofit programme, of which DLR is a participant.

Austin is Senior Executive Officer in the Infrastructure & Climate Change department, and is the administrative coordinator of the DLR Energy & Climate Change Strategic Policy Group, through which DLR membership of the Covenant of Mayors was brought to the main council. This was passed December 2016. He was the former Head of DLR IT Section and within the same remit, drove the IT energy efficiency programme across DLR corporate. He is a founding member of the DLR Energy Team and has served on same since 2009. He serves on the Dublin Regional Climate Change group and is the DLR coordinator for the Climate Change Action Plans. He is passionate about an environmentally sustainable and socially just human presence on this planet. read less

Sarah has over 20 years experience as a professional architect working within both the private and public sector, is a Member of the Royal Institute of the Architects of Ireland, and a Certified Energy Manager. As one of the founding members of the DLR Energy Team in 2009, she has filled the role of Energy Officer for Dún Laoghaire-Rathdown County Council since 2012. There she has led DLR to be the first Dublin Local Authority to be fully compliant with ISO50001 EMS and SI426, and the role includes identifying energy improvement projects, briefs, and budget, to provide added value to built projects. Work includes demonstrating DLR’s exemplar public sector role through SEAI energy programmes such as BEC and EXEED, and through stakeholder engagement with Government Departments and Agencies, community, business, academia, industry, and utility suppliers to promote energy efficiency and further the Climate Change remit. She promoted membership of EU-wide Covenant of Mayors for Climate & Energy, to aid the Energy and Climate Change future proofing of DLR area, and is an active member of the Climate Change Team and Smart Dublin group. read less

Mary is an Executive Engineer within the Municipal Services Department, and is a Member of the Irish Engineers Institute and Engineers Ireland. She has worked in the Public Lighting Section of DLR for over 10 years, and in that time, has implemented an energy saving and lit-environment-improving LED upgrade scheme to reduce light pollution, while improving the visual environment of the users of this county.
She is a founding member of the DLR Energy team. Public Lighting is the greatest Significant Energy User within DLR corporate and Mary’s role within Public Lighting and the LED upgrade programme was instrumental in DLR achieving ISO50001 Energy Management System compliance. She has collaborated with several team members to maximise energy savings, and ensures project delivery encompasses potential future technological advances.
Her position within the Smart Cities team ties in seamlessly with the energy saving project.s and will help make DLR a Smart City region.

Ann is Senior Executive Officer within the Housing Department. She is a founding member of the DLR Energy Team. Ann’s role in Housing has kept energy to the forefront of upgrades to DLR’s Housing Stock. She has been instrumental in ensuring support for pilot energy projects, including Rochestown House, as well as trialing innovative energy systems within housing, including a pilot combining use of photovoltaics with battery storage to minimise tenant energy consumption ,and by default, energy cost. Both projects are being monitored post-occupancy on a continuous basis to allow for feedback to the Energy Team. read less

Kathryn is responsible for looking after the DLR Energy Bills Platform, Energy Elephant, which is a key interactive energy control and records database. The DLR Energy Bills Platform aids compliance with DLR’s Energy Management System. She liaises with ‘owner’ departments and coordinates continuous and accurate meter readings to ensure delivery of accurate energy usage and cost across DLR corporate.
Kathryn has helped collate and assess historical energy data to ensure robustness of data and aid legislative public sector annual reporting of energy consumption to the SEAI.

Marcella is a Senior Executive Engineer within Municipal Services Department. She is a Member of Engineers Ireland and has served as Employer’s Representative on the Facility Management Contract with Apleona, DLR’s current FM Contractor, and was instrumental in drafting the contract. She is coordinating a review of DLR's Fleet, including from an energy perspective, and is looking at incorporating Electric Vehicles within the DLR Fleet. She is also looking to promote further EV charge points across the County, in liaison with DLR’s Sustainable Travel Officer, Gerard Flaherty. read less

Mary is Senior Executive Officer within the Community and Cultural Department, and is also a recent member to the Energy Team. Her remit includes Libraries, Community Centres and Leisure Centres, which form four of DLR’s Significant Energy Users. Mary is helping to coordinate an energy review of the four SEUs, which includes a drive towards renewable energy. Mary brings a wealth of knowledge from her previous role in Housing in project delivery. read less

Niall is the CEO of DLR Leisure. He has over 25 years leisure industry experience, 21 of which are with DLR Leisure. His qualifications include the SEAI Energy Mapping for leisure facilities course. Previously, he has worked on energy projects including CHP provision, Pool Plant efficiency and BMS facility management. His support of the Energy Team was instrumental in the successful SEAI Better Energy Communities grant and in delivery of ISO50001 EMS. Geraldine is Senior Executive Librarian in dlr Libraries. She has represented Libraries on the Energy Team since 2011, and has been involved in energy saving initiatives in branch libraries throughout the County, including the dlr LexIcon. Her support of the DLR Energy Bills Platform allowed for the system to be rolled out to all library buildings. and enabled active participation of colleagues in energy monitoring and engagement in all branches. DLR Libraries has always actively engaged with members of the public, and we are looking at rolling out public energy awareness programmes in the near future. read less

Siobhán is Adminstrative Officer within the Corporate, Communications and Governance Department. She served within the Housing Department and briefly as the Procurement Officer for DLR. Her active membership of the Energy Team allowed for a Staff Engagement Programme, including promotion of a Low Finance Domestic Energy Upgrade programme through the Staff Credit Union, with support of the SEAI and SSE Airtricity. She helped promote DLR’s EXEED application to the SEAI for Energy Upgrade of County Hall – DLR’s largest building Significant Energy User, as defined under ISO50001 EMS. The SEAI EXEED programme uses an energy efficient design evaluation process as defined under IS399. DLR’s Energy Team are working towards EXEED Managed Accreditation for County Hall. read less
