Meet DLRCC’s Energy Team

Meet Dún Laoghaire–Rathdown County Council's Energy Team, who are committed to building a more sustainable and energy efficiency County through a range of innovative energy projects.

DLRCC's Energy Team was nominated for Energy Manager/Team of the Year at the SEAI Energy Awards 2017, for projects such as achieving full compliance with ISO 50001 Energy Management certification, which includes substantial upgrades to public lighting and buildings with high energy use. DLRCC also won the SEAI Public Sector Leadership Award in 2019.

Andrée is the County Architect for Dún Laoghaire-Rathdown County Council and is a member of the DLR Management Team. She is a member of the Royal Institute of the Architects of Ireland and the Local Authority City and County Architects’ Association. She is the nominated Energy Performance Officer for DLR, as defined under Public Sector - Energy Efficiency Strategy, Department of Communications and Climate Action & Energy. She was a founding member of the DLR Energy Team in 2009 and has been the Council's Energy Champion since that time. Projects include the RIAI award winning Rochestown House  - a deep retrofit housing project to Passive House EnerPhit standard supported by Department of Housing Planning & Local Government and the SEAI Better Energy Communities Programme – this project would have been instrumental in the development of the new SEAI deep retrofit programme of which DLR is a participant.

Austin is Senior Executive Officer Infrastructure & Climate Change and the administrative coordinator of Climate Change Strategic Policy Group through which DLR membership of the Covenant of Mayors was brought to main council. This was passed December 2016. He was the former Head of DLR IT Section and within same drove the IT energy efficiency programme across DLR corporate. He is a founding member of the DLR Energy Team and has served on same since 2009. He serves on the Dublin Regional Climate Change group and is the DLR coordinator for the Climate Change. He is passionate about an environmentally sustainable and socially just human presence on this planet.

Eibhlin is the Senior Executive Officer in the Architects Department, manages the DLR Energy Team and is an active member of the Climate Action Group for Dún Laoghaire-Rathdown County Council. She is a business, economics and social studies graduate of Trinity College Dublin and has a Masters of Business Studies from DCU. She has over twenty years’ experience in business development, project management, communications and public sector and was previously Head of Enterprise, Economic Development and Tourism in Dún Laoghaire-Rathdown County Council. She was appointed Energy Coordinator in February 2019 and has completed a range of training with SEAI including the ISO Accelerator Programme. In 2019, dlr won the leadership in public sector SEAI Award. read less

Mary is an Executive Engineer within the Municipal Services Department and is a Member of the Irish Engineers Institute. She has worked in the Public Lighting Section of DLR for over 10 years and in that time has implemented an energy saving and lit environment improving LED upgrade scheme to reduce light pollution while improving the visual environment of the users of this county.

She is a founding member of the DLR Energy team. Public Lighting is the greatest energy significant user within DLR corporate and Mary’s role within Public Lighting and LED upgrade programme was instrumental in DLR achieving ISO50001 Energy Management System compliance. She has collaborated with several team members to maximise energy savings and ensures project delivery encompasses potential future technological advances.

Her position within the Smart Cities team ties in seamlessly with the energy saving projects and will help make DLR a Smart City. read less

Mary is Senior Executive Officer within the Community and Cultural Department and is also a recent member to the Energy Team. Her remit includes Community Centres and Leisure Centres which form four of DLR’s Significant Energy Users. Mary is helping to coordinate an energy review of the four SEUs including a drive towards renewable energy within same. The Community Enhancement Programme (CEP) funded by the Department of Rural and Community Development provides grant funding to community groups towards enhancing facilities for the community. Typical enhancements could include energy efficiency type projects in community facilities. The CEP is administered by Community and Cultural Development Department on behalf of the LCDC and as Chief Officer of the Dún Laoghaire-Rathdown Local Community Development Committee (LCDC), Mary has responsibility for administering the Community Enhancement Programme (CEP) and raising awareness of the CEP scheme by promoting it to community groups and the DLR Public Participation Network. Mary is interested in attending Energy Training and brings a wealth of knowledge from her previous role in housing services programmes. read less

Niall is CEO of DLR Leisure. He has over 25 years leisure industry experience, 21 years with DLR Leisure. His qualifications include the SEAI Energy Mapping for Leisure facilities course. Previously, he has worked on energy projects including CHP provision, Pool Plant efficiency and BMS facility management. His support of the Energy Team was instrumental in the successful SEAI Better Energy Communities grant and in delivery of ISO50001 EMS. He has established active Energy Teams amongst his team within dlr Leisure Services to further energy efficiencies. read less

Paul is the Senior Executive Estates Officer for DLRCC with the Corporate, Communications & Governance department. He is an Electrical Engineer and took up his role as Estates Officer in April of this year. With 15 years’ experience in the Facilities and Property Management sector, Paul has a strong engineering background that has been utilised to centralise Estates & Property Management and drive energy awareness through energy saving projects across the portfolio of council owned buildings. Through his previous role as Contract Manager with an external Facilities & Engineering company Apleona, Paul had responsibility for managing the maintenance contracts for council SEU’s for the past 5 years and was involved in the council attaining their initial ISO50001 accreditation back in 2017. Key projects undertaken on the SEU sites to date have been, LED lighting retrofits across three Leisure Centres and Libraries, review and management of the Energy Elephant application to raise awareness of energy consumption, preparation work for EPC (Energy Performance Contract) Tender across 5 SEU’S, County Hall/Harbour Square, Meadowbrook, Loughlinstown & Monkstown. He has attended SEAI training courses for Optimising ISO50001 and is part of the energy management team at DLRCC. read less

Enid Bebbington is the representative from dlr Libraries on the Energy Team. As Senior Librarian in the Libraries Finance Department, Enid has been involved in energy saving initiatives in Deansgange Library, which was the first Dublin “My Open Library” and also dlr LexIcon where she is based in Library Headquarters. Colleagues in Library Branches actively input and monitor energy consumption through the dlr Energy Bills Platform and this data is used by Library Finance to project costs for the future. Additionally Enid was involved in the rollout of the Codema Home Energy Saving Kits to dlr Libraries for circulation to the public through the library service and she looks forward to being involved in other public energy awareness programmes in the future. read less

Dean is the representative from Ballyogan Operations Centre, one of DLR's significant energy users. In his 2 years working in DLR Dean has worked in the Contract Management Unit, which focuses on the management of the outsourced facilities management contract that encompasses 16 DLR buildings. As part of his duties within the facilities management function Dean has delivered many energy saving projects and initiatives, most notably a LED upgrade project across three of DLR's leisure facilities. Dean is also a member of the energy team's internal audit unit which monitors compliance with the DLR EnMS across the organisation. In 2018 he completed an energy management and audit mentoring programme with Zero Carbon. In 2019 Dean successfully completed a Certification Europe training course for lead auditor training against the ISO50001 standard. read less

Brid is a Senior Staff Officer in Facilities Management, a section which is very much aware of the importance of utilising energy saving initiatives and measures where possible. Involved in actively monitoring energy consumption through the dlr Energy Bills Platform and this data is used by Facilities to project costs for the future. Bríd also rolled out the use of Home Energy Saving Kits to dlr staff through Facilities and she looks forward to being involved in other energy awareness programmes in the future. She attended the SEAI Energy Basics Training with SEAI in April 2019. read less

Marin is DLR's Fleet Manager and is a civil and structural engineer. A Chartered Engineer, currently he currently works at Ballyogan Depot. As an Executive Engineer with DLR CoCo for many years, Marin worked in Drainage Planning, assessing planning applications, as a project engineer for numerous drainage and flood projects, and as a traffic engineer, approving traffic management plans. Marin started work with DLR in 2003 as a Resident Engineer at the N11-Wyatville Road junction project. Earlier, Marin was with an Irish Consultancy, designing a stretch of a national road in Co. Kerry, and also a Resident Engineer for the Pake Bridge and Royal Canal project in Co. Longford. Before settling in Ireland with his family, Marin lived in Australia for nine years, where he worked mostly as a bridge design engineer. Marin also worked in the Netherlands, and in Romania - where he was born and educated. Marin also holds a Masters in Public Administration from the Institute in Dublin. read less

Tony is the Fleet representative from Ballyogan Operations Centre, one of DLR's significant energy users. Tony has worked for Dublin County Council and Dun Laoghaire Rathdown County Council for 44 years and has been with the Mechanical Section for 22 years. The Mechanical Section supplies a wide variety of vehicles to the different sections within the council. Tony became a member of the Energy Team in October 2019 and is currently involved in a number of initiatives aimed at reducing fuel consumption and by association carbon emissions. Reducing our dependency on diesel vehicles with the procurement of electric cars and vans and the replacement of our older diesel fleet with newer more efficient models are two projects currently under way. Other areas of opportunity such as Eco-driving, updating current literature have being identified and are ongoing. read less

Patrick is responsible for looking after the DLR Energy Bills Platform, Energy Elephant, which is a key interactive energy control and records database. The DLR Energy Bills Platform aids compliance with DLR’s Energy Management System. He liaises with ‘owner’ departments and coordinates continuous and accurate meter readings to ensure delivery of accurate energy usage and cost across DLR corporate.

Patrick has helped collate and assess historical energy data to ensure robustness of data and aid legislative public sector annual reporting of energy consumption to the SEAI. read less

Eoin is an Energy Manager with Codema, Dublin’s Energy Agency. Codema’s core function is to support the Dublin local authorities in their own sustainable energy use. Eoin holds a BE in Mechanical Engineering from UCD and both taught and researched Masters degrees in Sustainable Energy from UCC. He is a member of the Institution of Engineers of Ireland, is a Certified Energy Manager and a Non-Domestic BER Assessor. Eoin works with the DLR energy team on all areas of energy management, including compliance with SEAI’s Monitoring and Reporting system, production of DLR’s Energy Review document, conducting feasibility studies and project appraisals and the implementation of the ISO 50001 Energy Management System. read less
