Action Plan on Energy for Dublin – Consultation Draft

In September 2008, Codema published the Action Plan on Energy for Dublin – Consultation Draft in association with Dublin City Council.  The main aim of the Action Plan is to analyse the potential for reducing Dublin's carbon footprint and set out a schedule of concrete actions for a more sustainable energy use in the future. 

It describes the current situation in the city’s residential, commercial and transport sectors and provides a framework for the creation of a more sustainable city for each of these three sectors.

Some of the reasons identified for the creation of such as plan are as follows:

  • Fuel / Energy Costs: Fuel costs affect every business in the city (Dublin City Council itself had an annual energy bill of approximately €20m in 2007); they also affect every commuter and every household.  The most vulnerable of our capital’s citizens are hit the hardest, for example, those who experience difficulty in heating their homes adequately.
  • Human Well-being: As well as being a significant end in itself, human well-being is an important driver of competiveness as Dublin endeavours to attract and develop world class companies here.  Those who have to commute long distances to work, for example, or take long detours to drop off their children at schools or crèches, come under additional stresses from rising transport fuel costs and their well-being.
  • Reduce Dublin’s Carbon Footprint: Cities consume 75 per cent of the world’s energy and produce 80 per cent of its greenhouse gas emissions.  Therefore all cities have a central role to play in tackling climate change.  Dublin is no exception and the Action Plan aims to reduce the city’s carbon footprint, while addressing the global problem of climate change.

An Action Plan Steering Committee was formed as part of this process.  Its committee members are:

  • Matt Twomey, Assistant City Manager, Environment & Engineering Department and Fire Brigade (retired)
  • Seamus Lyons, Assistant City Manager, Environment & Engineering Department and Fire Brigade
  • Michael Phillips, Director of Traffic & City Engineer
  • Kathy Quinn, Head of Finance
  • Dick Gleeson, Dublin City Planner
  • Ali Grehan, City Architect
  • Jim Barrett, Former City Architect (retired)
  • Michael O’Neill, Executive Manager, Housing & Residential Services
  • Aidan Maher, Senior Executive Officer, Corporate Services
  • Margaret Coyle, Senior Executive Planner
  • Gerry Wardell, Director, Codema

The present Consultation Draft provides a stimulus for debate on among policymakers, stakeholders and citizens on Dublin’s future energy strategy.  It is the businesses, communities and individual citizens who consume energy at home, at work and travelling in between that are critical for the ultimate success of this energy action plan.

The action plan is currently undergoing a Strategic Environmental Assessment (SEA) and will be available for public consultation as part of this process.
