WANT to save money and the environment? The experts say it's never been easier.  Making simple changes around the house you can save a fortune on heating and energy bills.  Since January 1 this year all buildings for sale or rent must have a Building Energy Rating certificate.  Dublin Architect Simon Hoe says said: "For older buildings the BER Rating and running costs can be improved by adding more loft insulation and pumped cavity insulation."  Gerry Wardell, director of Codema, a leading sustainable energy agency in Dublin, said your BER cert will affect how much cash you make if you sell your house: "If your house was built before 1990 it'll be further down the scale - newer homes will be nearer the top." Gerry said: "But there's a lot you can do - and there's grant money.  Minister Ryan announced EUR100 million in grants for a home insulation scheme."  He added: "Put insulation round the boiler and in the attic, switch over to energy saving lightbulbs and of course, switch things off when we're not using them."
